Library patrons in limbo as county strike drags on

The Essex County library dispute has been going on for almost four months now. Hundreds of Storytimes and Book Clubs have been cancelled.

Thousands of books have not been read. Thousands of hours of computer usage have not happened. And for all the media attention it has generated, one might believe it isn’t even happening.

Aside from a small article now and then, there has been no news at all about this labour dispute, nary an editorial. Library patrons are living in news limbo, having no idea what is happening, or, more importantly, why it isn’t.

Our county representatives have not been reported as making any public statements. There has been not a peep reported from the library board.

No one, save the union, has anything to say. And the local media are letting them get away with it.

Ontario Provincial Police and the Ministry of Labour were called to a reported fatal lawn mower incident in the 1100 block of Mersea Road 7 near Leamington Tuesday.

Coroner Dr. Emil Jarecsni was on the scene along with Ministry of Labour investigator John Sanderson.

The OPP released no details of the incident.

Hundreds pack county council chambers in support of striking library workers

Hundreds of people packed Essex County Council chambers Wednesday sitting three deep on the floor and spilling out the doors in a large show of support for striking library workers.

Amherstburg resident Cindy Lemieux told council she and her three children are avid readers and regular patrons of their local library branch.

Lemieux displayed 11 items in her “library bin” checked out more than four months ago that she has not been able to exchange because of the 117-day strike by 58 county library workers.

The strike has closed all 14 branches.

“Our local librarians know us by name,” Lemieux said. “We need our library. We want our library open.”

Lemieux told councillors she is “appalled that you as county officials have chosen to spend (so much) money on 24-hour security” and chastised them for not serving the needs of residents.

“It is time for you as elected officials, and some of you are library board members yourselves, to do the right thing for your communities,” she said. “Get the library board back to the table and offer a fair contract.”

Lori Wightman, CUPE Local 2974 unit chairwoman, spoke of the thousands of signatures collected on petitions and hundreds of emails and phone calls made by residents asking councillors to get the libraries open.

“All these voices from … your constituents, screaming to be heard,” Wightman said. “Ten thousand people want their libraries open.”

The main sticking point during negotiations is a proposed change in sick-time protocols. The union has said the new sick-time plan will not save money but rather cost more to administer.

“They’re elected officials and this is going to have an impact on them,” Wightman said. “They need to understand that.”

Warden Tom Bain acknowledged the disruption the strike has had on services for county residents.

“We certainly agree that library services are important to our communities,” Bain said, reading from notes on his laptop.

“We’re committed to the collective bargaining process and we hope to reach a negotiated settlement that is fair and reasonable to both employees and consistent with our responsibility to provide high quality services with the prudent use of our public funds.”

Wightman said no further talks are scheduled.

“I’m glad that people want libraries open,” library board chairman Richard Meloche said after the meeting. “I want the libraries open as well.

“We’ve made some generous offers to CUPE negotiating team,” he said. “They don’t think it’s good enough at this point in time (but we’re) hoping that they have a change of heart … because my direction from county council and from my library board is to stay the course at this point in time.”

The county has spent $411,601 on security so far, along with $47,000 on legal expenses related to the strike.

CAO Brian Gregg said a surplus in the range of $340,000 to $680,000 has been projected due to the work stoppage.

Council agreed to defer any decision on returning that surplus to the county municipalities until the 2017 budget deliberations.

Software issues force cancellation of EQAO Literacy test

Plans to offer the first online Grade 10 literacy test that would count for students were cancelled Thursday due to computer problems.

The EQAO’s software experienced a glitch that caused some school board’s systems to crash and resulted in sporadic success in logging on in other schools. The problems were experienced across Ontario.

“Like some other boards around the province, we were experiencing problems with some students not being able to access the test,” said Stephen Fields, Windsor-Essex Catholic District School Board communications co-ordinator.

“At around 11:30 a.m. we received confirmation from EQAO that they were cancelling the test.”

The computer problems were more widespread at the Greater Essex County District School Board.

“Students at none of our 14 secondary schools were able to log on,” said Michelle Marcuz, executive assistant to the Director of Education.

Thursday’s test was voluntary and the online test will be offered again in March. Students can still take the paper-and-pencil version of the test if they’d prefer that.

Richard Jones, EQAO’s Director of Assessment, said the source of the problem has yet to be identified.

“We’ve always recognized there could be issues or students might not feel comfortable doing it online and we’d need to offer a paper test,” Jones said.

“We’re printing tests for every student in March.”

Jones admitted surprise at the problems Thursday after two years of smaller-scale testing involving virtually every board in Ontario.

“Things had gone smoothly, requiring just a few adjustments here and there,” Jones said.

“The interesting thing is we had a school in Egypt complete the assessment no problem, along with a few other international schools.”

Windsor police officers to buy new canine companion for boy with autism

Sasha can never be replaced, but Jake will go a long way to filling the hole in a young boy’s heart.

Some Windsor police officers have joined forces to raise money to buy a new puppy for Alex Brown, a boy with autism whose canine companion Sasha was killed by a car.

His family has decided to name the new puppy, a seven-week old yellow Labrador, Jake.

“When I went to show the picture to the kids and talk to them, my son looked at me and just said ‘please,’” said Alex’s mom Jackie Brown. “He had a look in his eyes. That puppy would definitely bring him joy.”

Alex and Sasha, a three-year-old golden retriever, had been inseparable. Sasha wasn’t a registered service dog, but she was a therapeutic and calming influence for the 13-year-old boy.

She ran off while her family, from Ottawa, was in the Harrow area over the Thanksgiving weekend. The night that Sasha disappeared was the first time in three years she didn’t sleep with Alex.

After Sasha went missing, Essex County OPP issued a media release urging people to keep an eye out for the dog. Volunteer search parties fanned out across the Harrow area.

Windsor police Const. Sean Patterson said officers in his platoon were following the story in the media and would often talk about it on patrol or in the locker-room.

“As time went by, you get a little more apprehensive — the dog hasn’t been found, no one has spotted the dog,” said Patterson. “You start to get worried.”

The search came to a sad end on Sunday around 6:30 p.m. Brown said friends and volunteers had been out searching and putting up flyers. They found a collar on the side of Arner Townline, which led them to Sasha’s body in the bottom of a deep ditch. Someone hit her with a car and drove away.

When he heard what happened to Sasha, Patterson came up with the idea of buying Alex a new dog.

“I’m a family man, I love pets, I’ve always had dogs and I’ve got a little boy of my own,” he said. “I would be devastated if that happened to my little guy. It chokes me up. We were hoping and praying, and you knew what the family was going through. You could see the pain that poor family was enduring, especially Alex. I couldn’t sit by and not do anything.”

The other officers in his platoon were immediately onboard. Patterson reached out to Brown, who was shocked by the generosity.

“The passion in his voice, it was something that he really wanted to do from the bottom of his heart,” said Brown. “This was something that was very, very important to him and his platoon. That just blew our minds. It was incredible to hear.”

After speaking to Brown, Patterson sent out an inter-office email asking for donations. He also put an envelope, donation sheets and a photo of Alex and Sasha in the patrol staff sergeant’s office. The donations are already pouring in, he said.

The dog, from Wingward Labradors, costs $1,000. Breeder Doug Campeau said he will give $100 toward the cost of the puppy plus a bag of dog food and six weeks worth of pet insurance.

Given the response he’s already seen, Patterson doesn’t think there will be any problem covering the remaining cost of the dog. But either way, he said, Alex will be taking Jake home later this month.

“Say we raise $500, my wife and I are going to cover the rest,” said Patterson. “If we raise $1,500, that’s awesome. We’ll pay for the dog then be able to buy some dog food and toys.”

Brown said she has been astounded by the outpouring of support and generosity from the police, as well as many others in Essex County.

“The support is amazing,” she said. “People want to help and give. We’ve seen that for the last week and a half, and continue to see that. We’re still getting kind words and messages and thoughts. Sasha has inspired giving in people and a kindness in people that is incredible to see.”

Students walk out in support of striking school workers

Students at St. Joseph’s Catholic High School and St. Anne High School walked out of school about 11 a.m. in support of striking support staff.

They have joined the workers on the picket lines and created a pep-rally like atmosphere. Frustrated students have been expressing their displeasure with the labour impasse on social media using the hashtag #notbusinessasusual.

County defers projected library strike surplus to 2017 budget deliberations

Pressure is mounting on the county to return the tax savings realized during the ongoing library labour dispute to municipalities that have been without service for nearly four months.

With no end in sight for the 119-day Essex County Library strike, Lakeshore, Essex and Amherstburg councils passed resolutions requesting the refunds.

But on Wednesday, county council agreed to defer any decisions to 2017 budget deliberations.

Tecumseh Mayor Gary McNamara said it was “premature at this stage” to make any decisions.

“I think it’s important to set those funds aside,” McNamara said.

Library board chairman Richard Meloche, who is also deputy mayor of Essex, said he was not in favour of having any surplus money go back as a rebate, despite the resolution by Essex council to reimburse ratepayers.

“When you talk about per resident or per taxpayer the amount of money is very minimal,” Meloche said. “There’s going to be upcoming costs associated with upgrades to various library facilities.

“If we take this money that could be put in those capital reserves right now those anticipated upgrades are going to happen regardless … and it will cause an increase (in taxes) in future years.”

CAO Brian Gregg said projected figures as of Sept. 30 show an estimated surplus of $343,077 if the strike by 58 county library workers ended Oct. 31 and up to $678,467 if it were to end Dec. 31. 

Gregg pointed out that the municipalities would have to decide how to disperse the refunds.

“The county itself is not in a position to refund costs directly to taxpayers,” Gregg said. “The best that we could do is refund amounts to local municipalities who would then have the responsibility of dealing with ratepayers directly.”

Despite the library branches being closed since June 25, the county has incurred costs for library operations during the strike.

Those include almost $6,000 for computer systems support, $1,680 for locksmiths, $1,400 for meetings and negotiation expenses, $47,037 for legal costs, $1,364 for staff mileage and $411,601 in security costs plus an additional $12,405 for security cameras and electrical work.

Gregg encouraged council to consider future capital needs for the county’s 14 library branches, saying required updates could top $1.2 million over the next 10 years.

Leamington continues to deal with gassy well

Officials with the Municipality of Leamington continue to work with the appropriate agencies to deal with the emission of various gases from an abandoned well.

The gases were discovered coming from an abandoned well near a private home in the 200 block of Robson Road on Tuesday.

Monitoring and repair equipment is being utilized in the area which may cause a change in traffic patterns.

An outdoor burning ban continues in the immediate area until further notice.

The municipality says progress is being made but a localized state of emergency remains in effect as a precaution.

 

First case of Influenza A in Windsor-Essex reported, get flu shots beginning Monday

Windsor-Essex has its first confirmed case of Influenza A and the Windsor-Essex County Health Unit is urging residents to get their flu shot beginning Monday.

“Flu is still causing death in our Canadian population and I think what people don’t realize is they can spread the flu without even realizing they’re doing so,” Lora Piccinin, the health unit’s infectious disease prevention manager, said Friday.

“The flu is spread through coughing and sneezing and can live on surfaces for up to eight hours.”

There are approximately 3,500 deaths related to influenza each year in Canada and of those 1,365 occurred in Ontario, Piccinin said. The health unit said there were four deaths related to influenza in 2015 in Windsor-Essex.

The first Windsor-Essex case this year was confirmed with a nasal swab Oct. 19 which is the same date as last year’s first case, she said. It takes about two weeks for the vaccine to become effective so the health unit is advising people to get the shot early. The vaccination rate in the Windsor region is about 38 per cent.

People who are 65 years or older with chronic conditions and young children are the most vulnerable and the health unit recommends anyone over the age of six months get the vaccine. “It’s safe. It’s the best way to protect yourself and it’s also protecting the people around you.”

Beginning Monday the flu vaccine is available to the general public. Some people have already received their annual vaccination through a family doctor and you can call your doctor or nurse practitioner and make arrangements to get the vaccine or go to one of the 87 pharmacies in Windsor-Essex that will provide the free vaccine.

The health unit’s flu clinics begin Wednesday with the first one at its Ouellette Avenue office from 4 p.m. to 8 p.m.
The unit is also running clinics in November including  Nov. 3 from 4 p.m. to 8:00 p.m. at the Vollmer Culture and Recreation Complex in LaSalle, Nov. 9 from noon to 6 p.m. at the University of Windsor in the C.A.W. Student Centre, and Nov. 17 from 4 p.m. to 8:00 p.m. at the WFCU Centre on McHugh Street in Windsor.

The health unit is also reminding people to wash their hands frequently, sneeze into an elbow or tissue, keep surfaces such as computers and countertops clean, and if you’re sick to stay home or keep sick children home to avoid spreading the flu. 

The flu season usually spikes after Christmas and lasts until April.

Last November Bill Mechanic was travelling to Essex to see the Spitfire Memorial Honour Wall that includes his father’s name and he thought, why isn’t there a memorial for Jewish war veterans?

So he made it his mission to raise money for a $10,000 memorial and to find the names and stories of Jewish men and women from the Windsor area who had served in wars. A granite wall with the Star of David and the names of 317 veterans from the Windsor region mostly from the Second World War and a continuously running slideshow telling the stories of 65 of those veterans will be unveiled Wednesday night at the Windsor Jewish Community Centre.

Mechanic, the 51-year-old president of Checker Industrial Ltd., wanted to document the veterans and their stories instead of just having names on a plaque. His 85-year-old aunt Rosalie Lopatin scoured archives and Mechanic bugged people for old photographs and service records.

“I knew I was doing the right thing. I knew it had to be done,” he said Thursday. “This is history that would be gone.”

The unveiling of the memorial is just part of a special event called War Stories organized by the Windsor Jewish Community Centre and the Mexican Consulate of Leamington. After the unveiling of the memorial is a screening of a documentary about Gilberto Bosques, a Mexican diplomat who was in Marseille, France during the Second World War.

Bosques saved about 40,000 people including Spaniards fleeing dictator Francisco Franco and Jews fleeing Adolf Hitler. Bosques issued Mexican visas and there are accounts of him getting Jews off the cattle trains headed to death camps and walking them in his arms while holding up his diplomatic passport. 

“I had never heard of Gilberto Bosques either because nobody really had. He’s one of those unsung heroes,” said Jay Katz, executive director of the Windsor Jewish Community Centre.

The event also marks the opening of a month-long photographic exhibit with pictures from the Holocaust Memorial Museum in Washington, D.C., the Ontario Jewish Archives and from local families. Katz said many of the photographs have never been seen by the public.

“It’s important to remind people of the other Jewish war stories from World War II; the Jews weren’t only rounded up and murdered but that they also fought and they also volunteered,” Katz said. “I think it’s important to remember that amid horror, the utter horror of the Holocaust, there were angels, there were people who were risking their lives to do the right thing.”

The memorial unveiling is at 6:15 p.m. and the documentary “Visa to Paradise” will be shown at 7 p.m. There is a reception with desserts after the film.

Truck driver suffers life-threatening injuries in crash with Mexican Consulate building in Leamington

A man is in hospital with life-threatening injuries after he crashed a pickup truck into the Mexican Consulate building in Leamington, says OPP.

The incident happened around 5:25 p.m. at the intersection of County Road 33 and Highway 77.

Provincial police said a black Dodge pickup truck had been heading west on County Road 33 when it left the roadway and went through a bean field, driving head-on into the rear wall of the building at 350 Highway 77.

The impact was powerful enough for the truck’s front end to penetrate the brick wall, embedding the vehicle as deep as its driver seat.

There was no one inside the building at the time of the crash. The address has been the location of the Consulate of Mexico in Leamington since 2005.

Leamington firefighters and Essex-Windsor emergency medical services responded with OPP.

The male driver was the only occupant of the vehicle. He was rushed to the Ouellette Campus of Windsor Regional Hospital.

The incident required no road closures.

OPP collision specialists remained on the scene into Sunday night and their investigation was ongoing at press time.

OPP charge three teens for driving with weed in Lakeshore

Three youths are facing pot-related charges after OPP stopped a vehicle that was being driven erratically in Lakeshore.

The incident happened on County Road 22 near Wallace Line on Oct. 21 around 11:55 p.m.

OPP said the three teens were the occupants of a grey Ford vehicle that was noticed by a patrol officer.

The officer had the automobile pull over.

According to the officer, the young driver was showing signs of impairment. A roadside screening device test was administered — which the driver failed.

A quantity of marijuana was located in the vehicle and seized.

The three youths were each arrested and charged with possession of cannabis (under 30 grams).

The one behind the steering wheel — a Lakeshore resident — was also charged with having blood alcohol higher than 80 milligrams while responsible for the care and control of a motor vehicle.

The youths have been released on a promise to appear before a Windsor court.

Hospice fundraiser nets more than $84K

The Hospice of Windsor and Essex County has surpassed its fundraising goal for a program that provides transportation for patients and their caregivers.

The Hospice’s Face to Face Campaign raised more than $84,000, surpassing the $65,000 goal the organization had set for itself.

A portion of the money raised through this year’s Face to Face campaign will go to replace a van that has been in use since 2002.

More than 6,500 patients and their caregivers get rides to medical appointments or the Wellness Centre through the Hospice’s Fairley Family Transportation Program.

“I can sleep soundly tonight,” program founder John Fairley said Monday after hearing the fundraising total.

Leamington man dies from injuries suffered in crash with consulate building

The driver of a truck that slammed into the Consulate of Mexico building in Leamington on Sunday has died, say OPP.

Ronald Graham, 84, of Leamington, succumbed to injuries he suffered when the black Dodge pickup he was driving collided with the building at 350 Highway 77 around 5:25 p.m.

Graham was the only occupant of the automobile. Provincial police said no other vehicle was involved.

An investigation into the incident is ongoing. OPP said the cause was still undetermined.

According to police, the truck was travelling west on County Road 33 when it left the roadway.

The vehicle crossed about 400 metres of bean field before it struck the rear wall of the Consulate of Mexico building.

No one was inside the building at the time.

Alberto Bernal Acero, the Consul of Mexico in Leamington, offered condolences to the family of the deceased.

“I wish to send the solidarity of the staff and officers of our office to the relatives and loved ones of Mr. Graham in these terrible moments,” Acero wrote.

Hamilton trucker charged after big rig tips over on Highway 401 in Tecumseh

A Hamilton trucker is facing a careless driving charge after his big rig tipped over on Highway 401 in the Tecumseh area early Monday.

Essex County OPP said the incident happened shortly after 1:15 a.m. in the westbound lanes of the highway near Concession 9.

The white Freightliner tractor-trailer was carrying fresh and frozen food products for Walmart Canada.

Police said the truck struck a guardrail and tipped over.

No one was hurt, but the Ministry of Environment had to be contacted about a small diesel spill that resulted from the incident.

Gurwinder Chhina, 24, of Hamilton, faces one count of careless driving under the Highway Traffic Act.

One westbound lane of Highway 401 had to be closed between County Road 19 and Concession 9 for several hours while workers lifted the truck to an upright position and removed it from the roadway.
