Find another cost solution

Bringing in garbage to fill a financial gap is not a good solution. We are still paying for the old closed landfill.

We need to be trying to make sure we never need another landfill, not finding ways to fill the current one.

Essex County will be one big garbage pile if we don’t think smarter.

The people in China are starting to figure that out. If we fill the landfill, there will be a huge closing cost and another legacy cost related to the current landfill.

There will be a massive objection by anyone affected by locating another landfill in Essex County and the cost of opening it, if it gets that far, will stagger everyone including those who are suggesting this short-term cash solution.

I don’t want to put a new landfill in anyone’s backyard. Ask Toronto how they are making out with getting a new landfill.

This is a classical push the problem down the line solution that will mean even higher costs than the one they are trying to fix. I would rather that this current landfill be enough for a very, very long time.

The cost of garbage must reflect its real cost. Hiding it under a mound of garbage from Toronto or anywhere else is reckless and counter-productive for the long term.

We need to find another cost solution. Unfortunately, we need to pay for our mess. I applaud saving money and hope there is a way to cut costs but not by picking my pocket with higher bills down the line.

I believe Ontario is beginning to see the folly of this solution. I don’t think we need to make the same mistake.

Essex MP Jeff Watson announces $83,900 in local accessibility grants

The North American Black Historical Museum received a $48,000 anniversary gift Friday from the federal government that will help boost it’s accessibility while it celebrates 40 years of community service.

“We are going to be creating a new accessible exhibit,” said Terran Fader, NABHM curator/administrator. “This year’s actually our 40th anniversary so we’ve kind of tied this up to be our 40th anniversary year project.”

The NABHM grant of $48,356 was one of three announced Friday morning at the museum in Amherstburg by Essex MP Jeff Watson on behalf of Candice Bergen, Minister of State for Social Development.

The federal government is also giving $30,550 to Assisted Living Southwestern Ontario and $5,000 to Family Services Windsor-Essex, through its Enabling Accessibility Fund.

The fund, which was launched in 2007, is aimed at improving accessibility for Canadians with disabilities. Economic Action Plan 2013 extended the accessibility fund on an ongoing basis at $15 million per year.

“It’s not easy for an organization like ourselves to raise $30,500,” said Lynn Calder, executive director of Assisted Living Southwestern Ontario.

Calder said the funding will be used to redesign the Sandwich Street facility’s parking lot and entrance/exit route for buses that drop off daily some of the 55 people who use wheelchairs and other mobility devices.

“As it stands right now, our parking lot is very small, it’s very tight,” she said. “The handicap buses are actually dropping off our consumers on the road … staff have to go out and assist people … through the snow and through the ice.

“But the bigger issue is the safety issues with them actually disembarking from the buses right on the road.”

Once work is complete, buses will be able to drive into the parking lot and clients will be able to exit or enter in front of the main entrance. The buses will exit without having to back out on to the road.

At the NABHM, funds will be used to replace flooring, lighting, exhibit cases and panels and to purchase tablets for access to digital material.

“It’s the first time our exhibit’s going to be redone,” Fader said, adding the museum will then be accessible to people with learning and/or physical disabilities.

“This is so important … a new exhibit has been on our agenda for at least a decade,” she said. “We wouldn’t be able to do it without the Enabling Accessibility Fund.”

Watson said despite accessibility improvements over the years – things like handrails, wheelchair ramps, visual alarm systems – “there are still barriers to overcome” and it will become more important to address those issues as the population ages.

“For millions of Canadians, accessibility is an important issue because it can literally mean the difference between getting a job or not, being independent or not, feeling included or not,” Watson said. “We need to ensure that all Canadians are able to fully participate in our communities and in our workforce.”

Family Services will use their grant to install automatic door openers and accessible washroom fixtures.

Tuesday is Shrove Tuesday, a day when pancakes are the traditional food.

The tradition started in the Middle Ages when the church banned the use of eggs, butter, lard and milk during the season of Lent. Lent begins on Ash Wednesday.

On Tuesday, March 6, 1984 the tradition was carried on by people like Paul Pinsonneault, a student at Notre Dame School, who dug into his fair share of the pancakes cooked by his class to celebrate Shrove Tuesday. (Tim McKenna/Windsor Star)

NDP candidate Tracey Ramsey seeks to unseat Watson in Essex federal riding

It’s time for change in Essex County — Change that won’t happen with Jeff Watson as MP, says the NDP’s new federal candidate for the riding.

“I would say that a lot of families are feeling left behind in the riding,” said Tracey Ramsey, 43. “A lot of people are not having their concerns heard.”

“The people really need to have a voice in Ottawa — someone who is representing them. And I think that’s lacking in this region.”

A resident of Puce and a long-time New Democrat, Ramsey was named the federal party’s Essex candidate on Sunday.

She’ll seek to unseat Watson as Member of Parliament — an office he’s held since 2004 — in the next Canada-wide election.

“As a constituent in his riding, I know what his record says to me. I know what it’s saying to others,” said Ramsey 0n Monday.

Asked for her assessment on how Watson has represented Essex, Ramsey said she can relate to voters who have found the Conservative MP unavailable.

Ramsey said that, despite “numerous” attempts to contact Watson on multiple issues, she’s had very little correspondence with him over the past decade — one brief phone conversation, and one occasion to ask him a question during his visit to a union hall.

“Like others, unfortunately, I have not had my concerns heard,” Ramsey said.

“And so when I become elected as the NDP MP for Essex, I’ll have a policy where people can speak to me — Where people can come to my office and know that they’ll receive responses, and that we’re going to have conversations about things they care about.”

Like Watson, Ramsey has a background as a line worker in the local auto sector. She’s been a Ford employee for 19 years, and is currently an assembler at the Essex Engine Plant.

But unlike Watson, Ramsey has intimate experience with the industry’s downturn in the last 10 years. A married mother of two, she was laid off from Ford in 2008 after the Windsor Casting Plant closed down.

“Fortunately, I’ve gone back to work with Ford,” Ramsey said.

“But I would say we’re really struggling here. We have high unemployment rates, families being squeezed on all sides. The economy has changed the landscape of Essex County — and not for the better.”

“I’ve seen what has happened in manufacturing. I’ve suffered the job loss. I’ve lived through that. I know what that experience is like.”

As MP, Ramsey said she’ll push for “practical solutions” and programs that directly help the people of this community, rather than the “regressive” policies of the Conservative Party.

Other issues upon which Ramsey intends to test Watson include job creation, child care, personal debt loads, and the government’s treatment of Canadian veterans.

Earlier this month in the House of Commons, Brian Masse, New Democrat MP for Windsor West, got into a shouting match with Watson over the cost and timeframe of the new border crossing.

But Ramsey refrained from criticizing Watson on that issue — deferring to Masse for all NDP commentary on the border file.

Taking down Watson won’t be easy. With more than a decade as MP under his belt, he’s far more experienced and established in politics than Ramsey.

Her resume shows activism: She self-identifies as a feminist, and has been a member of the Ontario Health Coalition, various Unifor Local 200 committees, and the Windsor District Labour Council.

But she’s never held any provincial or municipal office, nor has she ever run for one.

“Everything ties in with politics, I believe,” Ramsey said. “Politics are very personal.”

“What lays ahead of me is a challenge, but I also know that people want change right now. What we’re seeing is a shift, not only in our country, but right here in Essex County.”

The federal Liberal candidate for the Essex riding is Audrey Festeryga, a lawyer from Leamington who was acclaimed to the spot last November.

Fire guts garage in Belle River

Fire crews in Belle River responded to a blaze that gutted a garage early Monday morning.

Lakeshore fire responded to the detached garage on Notre Dame Street around 1 a.m.

Notre Dame was closed as firefighters worked to extinguish the blaze but was reopened around 5 a.m.

A vehicle inside the garage was completely destroyed.

Damage is estimated at $50,000 and the cause is under investigation.

Woman tried to run back into burning home to save her husband

Charlene Peretti had to be restrained from running back into the burning house.

She stood on the snow in socks and a housecoat screaming that her husband Ron was still inside, neighbour Shannon Murr said on Monday.

Murr and other neighbours tried to keep Peretti safely away while flames engulfed her LaSalle house Sunday afternoon. The fire caused about $200,000 in damage, fire officials say.

Murr said Peretti and her brother-in-law made it out of the house on Laurier Drive. One person was unaccounted for.

Ed Thiessen, deputy fire chief with the LaSalle Fire Service, said at 6 a.m. Monday morning firefighters were still putting out hotspots. Monday afternoon he said firefighters were waiting for approval that the structure was safe enough to start searching for the missing person.

“The front of the building looks bad. If you can imagine, the back of the building there isn’t anything,” he said, adding the roof and back wall caved in. “We’re kind of at a standstill. We can’t go in.”

Thiessen said the Ontario Fire Marshal is leading the investigation. On Monday, the family’s insurance company and a structural engineer were called to give approval that firefighters could bring in equipment to tear down the remaining walls of the house.

“All we can say is that there’s someone unaccounted for,” he said. “We don’t even know where to start looking.”

Thiessen said no one working with the LaSalle Fire Service has had to deal with a potentially fatal blaze. The last time a LaSalle fire was deadly was in the 1960s.

He said the frigid weather made the response especially difficult, as hoses froze and the ground became treacherously slippery from the freezing water spraying toward the flames.

It was about -20 C. Fire crews responded around 3:30 p.m. Sunday afternoon.

Frostbite, hypothermia, slips and falls are just a few factors that could impede a firefighter’s job. Unknown objects could be looming under the snow and fire hydrants could be poorly visible.

In the blaze on Sunday, the ice on the roof impeded the rescue team from cutting holes into the house.

“When we came here, there were flames coming out of every window,” Thiessen said, adding that in cases where the roof was accessible, they would have cut holes into it so the smoke would come out, ventilating the attic. But because of the slippery roof and the proximity of the house to the hydro lines, the fire engine’s tower could not get close enough.

Thiessen said all they could do was spray water from farther away. “Our gear, everybody froze,” he said. “We started cycling people.”

Despite using heavy protective gear, firefighters are susceptible to the cold. Frigid temperatures, such as Sunday’s -30 C, increase the risk of hypothermia and frostbite. None of the firefighters were injured.

Health unit issues cold weather alert for Windsor-Essex

In what’s becoming an unfortunate trend, the health unit has issued another cold weather alert for Windsor and Essex County.

The Windsor-Essex County Health Unit issued the alert Tuesday and said it will remain in effect until Saturday afternoon.

Environment Canada is forecasting temperatures bottoming out at -23C this week.

The health unit warns exposure to these temperatures can cause hypothermia and frostbite.

Warning signs for hypothermia in adults include:

  • Shivering
  • Exhaustion
  • Confusion
  • Memory loss
  • Slurred speech
  • Drowsiness

The public is warned to prepare for the frigid temperatures and dress appropriately.

For Tuesday, Environment Canada is forecasting a high of -8C with flurries beginning this afternoon.

LaSalle woman loses husband, home, dogs in Valentine’s weekend fire

The silhouette of a cowboy on the scorched front wall marked the spot where Ron Peretti used to sit in his lawnchair.

Neighbour Shannon Murr said on Monday she sat for hours on her couch, peering through the window at the charred remains of a house she’d looked out at for 12 years.

Above the silhouette was a lucky horseshoe. On Tuesday, as the house was being knocked down, Murr ran across the street and asked the firefighters to salvage the cowboy.

Fire officials confirmed Tuesday that one person died in the Sunday blaze that gutted Ron and Charlene Peretti’s LaSalle home of 40 years. Deputy fire chief Ed Thiessen said investigators are waiting for the coroner before they can confirm the identity of the victim.

Neighbours said Charlene Peretti was carried out of the house screaming. Her brother-in-law Gary, who was staying with Peretti and her husband, helped her out of the house safely. He and neighbours tried to re-enter the home to rescue Peretti’s husband, Ron, but were unable to get inside through the smoke.

The blaze kept firefighters at the scene until early the next morning. Damage was estimated around $200,000.

Murr, who lives across the street, said it didn’t matter whether it was her, her daughter, son or husband George who walked by the Peretti house on Laurier Drive. Ron Peretti would inevitably call out, “Hello, George,” in his typical friendly way.

Each morning for years, Peretti would walk Murr’s daughter Alycia to the bus stop. Alycia, now 17, teared up as she recalled his jokes and kindness.

“He was always jovial,” said Bernadette Power, with the Sheet Metal Workers Local 235. She said Ron Peretti worked as a welder and laid sheet metal for 40 years, adding that Peretti received an award when he retired in February 2005.

The Murr family first met Ron Peretti when he trudged across the snow in January to borrow a six-metre ladder. He kept that ladder for months until he came back to ask to borrow it again.

Josh Murr, now 19, would help Peretti around the house. Always the generous host, Peretti would offer him pop or snacks and tell him to keep climbing the ladder.

The teenager said for his high school graduation, Peretti brought him a card with the same message: “always keep climbing.”

One time, after Ron Peretti had suffered a stroke, they came home to find him sitting on the ground, trimming the grass with a pair of scissors.

“That’s all he could do at the time,” Murr said with a smile. “But he wanted to do something.”

Her son had mowed the lawn, but Ron Peretti wanted to do his part to keep it nicely manicured.

“They had a lot of pride in their home,” she said.

Murr said Charlene Peretti stood on the snow in socks and a housecoat after she was pulled from that same house.

“I had to bundle her and basically restrain her from trying to go back in,” Murr said.

It was about -20 C, just after 3 p.m. on Sunday. Smoke billowed from the doors and windows. Flames shot out of the back wall.

Murr’s son Josh tried to give Peretti a warm coat. She shook it off. Others enveloped her in warm blankets.

“She was yelling at (the firefighters), you’re not doing anything. Get in the house and get my husband, get my puppy,” Murr said.

She said Peretti had about three dachshunds at home during the fire. One was pregnant.

“Charlene watched her whole life disappear … within a matter of minutes,” Shannon Murr said. “I couldn’t imagine.”

Ed Thiessen, deputy fire chief with the LaSalle Fire Service, said their efforts to stem the fire were stalled by the cold temperatures as hoses froze and the roof was too slippery to stand on. Low power lines and tall trees blocked the fire crews from accessing the property from above.

Annette Brown said her parents built the Peretti house in 1969, selling it to the family in the early 1970s when they moved into the property next door.

“It’s really heartbreaking,” Brown said, adding her mother Madeline Seguin was devastated.

In three weeks, Charlene Peretti will face the 10-year anniversary of her son David’s death. On March 10, 2005, he was in a pickup that plunged upside down into the Canard River, killing him and another man.

Now, Charlene Peretti will face the anniversary while also dealing with the loss of her husband, her home, and the dachshunds she bred.

“This is just devastating,” Brown said.

Extreme cold weather alert issued for Windsor and Essex County

An extreme cold weather alert has been issued by Environment Canada for Windsor and Essex County, where the temperature is expected to hit -20C Wednesday night with strong northwesterly winds producing a wind chill of -30C.

“Little improvement is expected through the day on Thursday, with daytime highs only a few degrees higher than the overnight low temperatures, and winds forecast to become increasingly gusty,” said Environment Canada.

The temperature will warm up slightly Friday with a high of -13 C and even more Saturday with a high of -3C.

Cause of fatal LaSalle fire is undetermined

Fire officials were unable to determine the cause of a blaze that killed one and caused about $200,000 in damage to a LaSalle home on Sunday.

Ed Thiessen, deputy fire chief with the LaSalle Fire Service, said the Ontario Fire Marshal completed his investigation Tuesday evening. He was unable to find the source of the fire.

Thiessen said it can be difficult to determine a cause when there are multiple possible sources, such as a fireplace, heaters, and furnace.

Neighbours told the Star there were flames coming from the back of the house, near the basement.

The fire service has completed its investigation. Laurier Drive is open to the public.

Local produce companies may shut down or move to U.S. after policy change

Local fruit and vegetable producers risk losing thousands of dollars, shutting down, or moving across the border after the U.S. government took away a trading privilege that has been available for more than 75 years.

Canadian produce companies that were owed money from U.S. companies could pay $100 to start a legal process, under the Perishable Agricultural Commodities Act. This would happen when U.S. companies didn’t pay their bills on time, at all, or when the company declared bankruptcy.

But in October 2014, the United States withdrew Canada’s privileged access to PACA after the Canadian government neglected to implement the same privileges this side of the border. Now Canadian fruit and vegetable producers have to pay twice the amount of money they’re owed to get access to the unpaid funds. If they’re owed $100,000 for cucumbers for example, they have to pay $200,000 as a bond to get the process started.

George Gilvesy, general manager of Ontario Greenhouse Vegetable Growers, says that’s discouraging — even impossible — for many small businesses that don’t even bring in $100,000 in revenue over a full year.

“If you don’t get paid, that is a big hit for a small business. That means loss of jobs, loss of production, going out of business,” he said.

The Windsor-Essex Regional Chamber of Commerce is holding an event at the end of February to raise its concerns and lobby the Canadian government for the same protections the U.S. used to offer. The U.S. has promised to reverse the decision if Canada implements the same trade privileges.

Ron LeMaire, president of the Canadian Produce Marketing Association, has seen cases in which Canadian companies are accepting partial payments from their U.S. buyers because they can’t afford to go through the new process.

Gilvesy says it’s created a “Wild West” trading environment, where companies know small farms can’t afford to fund a lengthy battle to get their money.

“Where we are at allows for potential manipulation,” he said. “Companies are walking away with half the money they’re owed or we may find companies that are making decisions to be protected may stop operations in Canada to move to the U.S.”

Jim DiMenna, president of Red Sun Farms, sells produce in Canada, the U.S. and Mexico. He said he’s had to go through the legal process to get his money several times in the past. If it happens now, it could be much harder.

“It’s a big concern for all of us,” he said. “I think the reality will hit when something major happens with a customer in the United States. For right now I don’t think they realize the impact.”

Canada does have a system in place for companies to argue against delayed or unpaid bills. But LeMaire said there is no system protecting American or Canadian produce companies when the buyer declares bankruptcy.

He said if a company selling television sets wanted to claim its money, it could get the TVs back. Because fruits and vegetables are perishable, they have no way of getting back their money outside the legal process.

LeMaire said the Canadian government had agreed to implement financial protections at a meeting between Prime Minister Stephen Harper and U.S. president Barack Obama in 2011.

James Watson, spokesman for the Ministry of Agriculture and Agri-Food Canada, said the government has been taking steps to protect fresh produce sellers, including studying the current regulations around bankruptcies. He did not say whether the government plans to implement the conditions required for the U.S. to reinstate PACA special privileges.

Watson said there are proposal to put regulations in place requiring sellers who trade between provinces and internationally to be part of a third-party organization to resolve disputes. He said that would force companies to follow a single set of rules.

That could reduce the loopholes and set penalties for companies that don’t pay their bills.

“We will continue to work with the industry and our provincial counterparts to explore options to address the issue,” he said.

Windsor region breaks record, extreme cold warning in effect

It’s another record-breaking cold day as the arctic air continues to grip Windsor and Essex County.

Temperatures at Windsor airport dipped to -19C this morning, breaking the previous cold temperature record for Feb. 19 of -18.9C set in 1944.

Environment Canada has issued an extreme cold warning for Windsor and Essex County

The Windsor-Essex County Health Unit has a cold weather alert in effect for the area until Saturday afternoon.

Bitterly cold arctic air is forecasted to combine with gusty northerly winds to produce the polar climate.

Environment Canada said the mercury could drop to -24C overnight and wind chills could hit as low as -35C through Friday.

People outdoors are urged to exercise extreme caution as frostbite on exposed skin could happen in as little as 10 minutes.

Hypothermia is another common health problem associated with the cold and symptoms include:

  • Shivering
  • Exhaustion
  • Confusion
  • Memory loss
  • Slurred speech
  • Drowsiness

Amherstburg man dead in crash between car and transport truck on Arner Townline

An autopsy will be conducted on a driver involved in a crash on Arner Townline Thursday morning.

Paul Bolton, 66, of Amherstburg was killed in a collision with a transport truck on the stretch of road between Kingsville Concession roads 2 and 3. Bolton was northbound in a silver Chevy Cobalt about 7 a.m. when he collided with an on-coming transport truck. He was pronounced dead on the scene.

“The coroner has ordered an autopsy,” said OPP Sgt. Rick Tonial. “We are still investigating the crash.”

The pavement on the stretch of road, also known as County Road 23, was clear and dry at the time of the crash. Other sections of the road, not protected from the wind, were snow covered.

The crash nearly sent the Cobalt into one of the deep ditches that flank Arner Townline. Morning commuters on the north-south road that divides Kingsville and Essex were detoured. The road was closed five hours until about noon Thursday while investigators were on the scene.

Multi-vehicle crash in Lakeshore sends five to hospital

Five people have been taken to hospital following a multi-vehicle crash in Lakeshore.

Ontario Provincial Police responded to Essex County Road 22 west of Patillo Road around 6:50 a.m.

Police said a westbound vehicle lost control and entered the eastbound lane, striking four eastbound vehicles and sending two vehicles into the ditch.

Five people were taken to hospital with non-life threatening injuries.

County Road 22 between Patillo Road and Advanced Drive was closed for several hours as police completed their investigation.

The cause of the crash is still under investigation and charges are pending.
