Regional transportation tops wish list in second annual Vital Signs Report

It seems area residents have had enough of being told you can’t get there from here on public transit.

Local citizens gave the region’s public transportation system a failing grade in what was the lowlight of a rather mixed report card of the area’s quality of life.

The F grade was part of the Windsor Essex Community Foundation’s 2014 Vital Signs Report released Wednesday.

About 270 respondents completed the extensive questionnaire with over 2,000 offering opinions to at least parts of the survey this spring and summer.

The report incorporates Statistics Canada data, local studies and the survey to try and paint a picture of the region’s year-to-year progress.

While five categories got Ds from both city and county residents, only public transportation rated an F.

“If you want to affect the life of the region, the goal should be to get people moving back and forth comfortably,” said WECF executive director Glenn Stresman.

“It would help employment statistics, education and recreation if we had better regional transportation.

“I’d put that as the No. 1 priority from the survey.”

Stresman hinted that on this file, the public appears to be ahead of the political class. With an election looming he added it would be wise for candidates to study the report closely.

“I’ll say this, I think the public understands the need for regional transportation,” Stresman said.

The criticism of area transportation links isn’t just aimed at bus service. Locals also view bicycles as more than just recreational vehicles.

“We have to shift our mentality that bikes are for recreation,” said Vital Sign’s project manager Robin Easterbrook, who is also running for the Windsor mayor’s position in this month’s election.

“People view them as transportation options. We need more than just bike paths hooking into trails.”

Cyclists taking part in the Windsor Slow Ride Wednesday night agreed there needs to be more done to encourage people to commute by bicycle.

“The city’s come a long way, but every city’s doing it and we need to jump on the bandwagon,” said Slow Ride participant Dale Brown.

He said that while the weekly leisure ride tries to visit all parts of the city, they avoid crossing the E.C. Row Expressway in spots that are treacherous for those on two wheels.

“There’s lots of commuters but there’s parts of the city that don’t connect from one lane to another,” said Brown.

“Even in our ride through tonight to get from Howard into South Windsor, you’ve really got to know where to go and even then it’s really tricky. Unfortunately, going down Dougall you go through the death trap there so we don’t do that.”

John Scherer gave up his car five years ago and now does all his commuting by bicycle.

“I bike everywhere,” Scherer said.

“It’s good in spots but it’s lacking in other spots. You have bike lanes that just go for two blocks and just end. And the pavement is pretty horrible and they just paint a line through the cracks and potholes.”

He said that in addition to a better trail system he’d like to see more and better bike lanes.

“I’d like to see more separated bike lanes like they’re doing in Europe,” he said.

While public transportation left citizens in the grumpiest of moods, they weren’t exactly thrilled with what they’re observing in a number of areas.

The region also earned Ds from both city and county residents in the categories of art and culture, sustainable environment, building our community, citizen engagement and health and wellness.

There were also a mix of Cs and Ds for the well-being of seniors, education, affordable housing and food security.

Sports and recreation earned a B-minus in the city and a C-plus in the county as did community safety and the integration of immigrants.

“We thought we might find some differences between city and county residents and we didn’t,” Stresman said. “There were no significant differences in any category.”

The report also illustrated the complicated relationship local residents have with the community.

Despite the harsh grading in several areas, the report also included data from the Windsor-Essex Community Health Unit that reported nearly 93 per cent of the region’s residents liked living in the area.

“I think this report could be titled the whole is greater than the sum of the parts,” Stresman said.

“Over 90 per cent of people said they like living here, but they gave Bs, Cs and Ds to many of the individual categories. We want Vital Signs to start those community conversations about what we can do better.”

Easterbrook said the encouraging sign is the region is showing statistical improvements across the board. Not a single category in the report recorded a downward trend.

“People are generally happy with their quality of life, but they tend to have a negative view of the community,” Easterbrook said.

“Public perception and statistical reality don’t always match.

“I think some of that has to do with history. Windsor is used to being compared to London, Kitchener and even Toronto and maybe fell short in comparison.

“There’s no reason to feel that way now. We have to move past that.”

Stresman said examples of that mismatch are the public perceptions around community safety when violent crimes stats have declined.

He added in a community with some of the cheapest housing in Canada, it’s also a bit of a head scratcher that housing didn’t rate higher.

“The one I really don’t understand is the concern over air quality in the environment category, but water doesn’t even rate in the top three of concerns,” Stresman said.

“It’s puzzling after we had the algae blooms in Lake Erie that shutdown Toledo’s water system.”

Essex County OPP investigate threats at Tecumseh industrial park

Essex County OPP are remaining vague about a “threats complaint” they responded to Wednesday morning at a Tecumseh industrial park.

A dozen or so officers responded to the John Deere Nortrax building in the 5500 block of Outer Drive.

The OPP Emergency Response Team (ERT) and the Essex County OPP Crime Unit were among those who responded.

Apart from stating there were no injuries, police gave no other details. They have not confirmed if it was a bomb threat.

Driver charged after chain-reaction crash on E.C. Row

Essex County OPP have charged a man with careless driving after four-vehicle crash that sent two people to hospital and forced the temporary closure of E.C. Row Expressway.

Graig Ryan, 30, is charged with careless driving.

The chain-reaction crash happened shortly after 2 p.m. Wednesday on the Matchette Road overpass. Two people including a two-year-old child were treated at hospital. Their injuries were not life-threatening.

Reko International and public school board announce new program partnership

Looking across a machine-shop floor dotted with equipment that is decades old at Belle River Secondary School, Reko International Group Inc.’s corporate human resources manager Joe Sirianni sees the future.

That future is now.

Reko and the Greater Essex County District School Board announced Thursday they have teamed up to launch an Ontario Youth Apprenticeship Program at Belle River.

“Industry has to be involved with education if we’re going to address the skills shortage,” Sirianni said. “It can’t be just on educators to push kids towards this. We have to tell educators what we need.

“We have to show them what we’re about. All industries need to get involved more in education.”

The program also contains a couple of new perks beyond just supplying a workplace for students to do a year-long apprenticeship.

Reco has already hired four of the OYAP students as part-time employees to work 10 to 15 hours after school and on weekends before they begin their full-time apprenticeships at the company in February. The students will start at $11 to $12 per hour and will be given raises as their skill level improves.

Some Reko employees will be assigned as mentors to the students at the plant. Those mentors will also make occasional visits to the school’s shop.

In addition, the company will supply some molds and scrap metal for students to work on.

“Going from here to Reko has been amazing,” said Brad Thibert, one of the four students hired by the company.

“I’ll be doing something at Reko and I’ll remember us discussing it in class that day and now I’m getting to do it at night. I’ve learn so much already.”

Thibert said getting paired up with some of Reko’s most experienced employees is an invaluable resource and will make for an easier transition for his apprenticeship.

“Just looking in their tool boxes is fascinating,” Thibert said. “They’ve made a lot of specialized tools for themselves based on their experience.

“They have so much knowledge to share. If we don’t take advantage of that knowledge now, it’ll be gone forever when they retire.”

Sirianni said the motivation for the company is simple numbers and greater exposure to what the profession is all about.

“I could hire 10 to 12 skilled-trades people today,” Sirianni said. “There are a lot of our people getting close to retirement in the next 10 years. To replace them, we’ve got to start planning for the future now.”

Sirianni is hoping by getting connected with the Belle River program and getting students familiar with Reko, they can retain many as full-time employees when the school’s first OYAP class graduates in 2016.

He said the company chose Belle River as a partner because it had shop space and was close to Reko’s plant just off Patillo Road.

“We’ve been involved with OYAP at Herman for years and some of our most important employees have come out of it,” Sirianni said. “However, when we moved to our new plant, there was no transportation to get the Herman kids out here. Most of the parents of the Belle River kids drive right past us each morning to go to work, so it was a good fit.”

Sirianni said he senses that industry is returning to a time when it played a greater role in training its own skilled labour.

Belle River’s technical department head Mark Lokun agreed. He’s been contacted by about half a dozen companies interested in also partnering with the program.

He’s equally pleased the program has attracted 18 students, including two females, in its first year.

“They’re gaining the knowledge that’ll allow them to problem-solve in an industrial environment,” Lokun said. “There’s a high demand for them and they’re excited about the opportunity they have.

“My biggest fear is (the program) will become too big for this one shop. That’ll be a good problem to have.”

County councillors request meeting with federal officials over Internet service

The possible loss of broadband or high-speed Internet service in rural areas of the county would have long-term consequences for businesses and development says Kingsville Mayor Nelson Santos, who has proposed a meeting with federal officials to discuss pending policy changes.

County councillors agreed this week to send a letter to Industry Canada — a federal department that regulates telecommunications and handles economic development initiatives and investment — requesting that meeting.

“We need more time to review (the proposed changes) before adoption of the new policy,” said Santos.

He was reacting to a letter from Ron Eddy, chairman of the Rural Ontario Municipal Association, in which he warns that Industry Canada has proposed changes that would “(reclassify) vast rural areas as urban and for all urban licenses to be taken away from rural Internet service providers.”

Eddy said “this policy change would see many rural communities across Ontario and Canada lose their existing high-speed Internet service.”

“That is something that has become an economic development driver for us,” Santo said. “It helps to support business, it helps entrepreneurs in being connected to their customers … to offer support for clients.”

Santos said it would be like almost going back to the days of dial-up — a very slow system.

“This came out pretty suddenly,” he said. “There wasn’t a lot of communication or dialogue. We received the letter from ROMA basically the first week of October and only had days to try to respond.”

In fact, Industry Canada’s deadline for electronic submissions was Oct. 8 — a week before county council could meet to address the situation.

Santos said several local municipalities have received government grants to assist is establishing broadband service.

“We were able to utilize those grants to get a service to buy into providing access to our residents,” Santos said. “(This proposed policy) puts at risk access to information and high speed — a key point in our strategy for the region.”

Domestic violence call in Leamington ends with marijuana grow op, animal cruelty charges

Provincial police responded to a domestic disturbance in Leamington and ended up finding a marijuana grow op and an abused dog.

Officers went to the home around 2 p.m. Wednesday. Essex County OPP didn’t release the location of the Leamington the house.

Police said they had to subdue a man who assaulted four people and resisted arrest. Officers then went into the house, where they allegedly found a marijuana grow operation and a dog suffering from physical abuse.

They “secured” the area and got a search warrant, which led to the seizure of 74 marijuana plants, 52 grams of dried weed, high intensity lights and other pot paraphernalia.

A 46-year-old Leamington man is charged with four counts of assault, resisting a police officer, two counts of possession of a Schedule I substance, mischief under $5,000, producing a Schedule II substance, possession of a Schedule II substance for the purpose of trafficking and cruelty to animals.

A 31-year-old Leamington woman is charged with Possession of a Schedule II substance for the purpose of trafficking and producing a Schedule II substance.

Police didn’t release the names of either person because the arrests stemmed from a domestic violence incident.

Snail mail vexes Internet voting in Kingsville

Internet voting in Kingsville has uncovered Canada Post’s failings as municipal staff is being inundated with calls from voters who have yet to receive their election packages in the mail.

The calls began to taper Tuesday, but in the proceeding days, there were steady complaints, said Ruth Orton, Kingsville’s clerk. Letters mailed to multiple voters in the same household have been arriving days or as long as a week apart.

“That’s generally why people are calling. They’ll say, ‘My husband got his, but I haven’t got mine,’” Orton said.

The PIN codes and instructions to vote by Internet and telephone were mailed Oct. 9 by Scytl, the company conducting Kingsville’s municipal vote. The letters – 15,131 of them, to be exact – were mailed from Halifax to nearly 7,500 Kingsville households.

A few voters got theirs in the mail as early as Oct. 14. Others were still waiting a week later.

Canada Post’s published delivery standards say any letter mailed within Canada will arrive in four business days.

“We certainly expected people would have had it by the 16th,” Orton said.

Canada Post could not explain Tuesday why the mail was so slow in some cases, or why multiple letters mailed to the same address arrived on different dates.

“We’re aware there’s an issue,” said Eugene Knapik, Canada Post spokesman. “We’re in the process of looking into it… We are taking it very seriously.”

Orton said she and her counterparts in Tecumseh and Leamington have been in constant contact as their towns made their first forays into Internet voting this election.

“Tecumseh’s having the same problems,” Orton said.

Leamington, inexplicably, is not.

Orton said any resident who has yet to receive their voting letter in the mail can visit town hall to have get a new one. Old PIN numbers are automatically disabled when new ones are generated, guarding against people voting twice.

Orton said she is thankful the vote is being conducted by Internet so people can vote as soon as their letters arrive. In the past, the town conducted its municipal votes by mail.

“I’d be doubly worried because then you’d have to mail them back,” she said. “With Internet voting, you only have half the problem.”

Woman walks away after freight train smashes her car in Lakeshore

A woman was lucky to walk away relatively unscathed Wednesday after a freight train slammed into her car, throwing it down a deep embankment and tearing apart the front end.

The collision happened around 10:44 a.m. Wednesday on Golfview Drive in Lakeshore. Essex County OPP said an eastbound freight train hit a northbound Nissan Sentra. The force of the impact threw the car into a deep ditch. The front end of the car was crumpled, with the engine ripped out.

The driver, who was alone in the car, was treated at hospital with minor injuries.

Provincial police, Essex County Emergency Medical Service and the Lakeshore Fire and Rescue Service all responded to the crash. Police also called in the Ministry of the Environment after realizing the train had a small diesel leak.

Golfview Road between County Road 42 and County Road 2 in Lakeshore was closed for hours.

Police have not said if they plan to lay charges.

Don’t mess with election signs, warn OPP

Thinking about doing something bad to an election sign of a candidate you don’t like? Think again.

With municipalities across the province preparing for local elections on Monday, Essex County OPP are reminding the public that wrecking, removing, or tampering with an election sign is indeed a crime.

According to provincial police, there have been reports of election signs being damaged or removed in recent weeks throughout the region.

OPP warn that anyone who does such things can be charged with mischief under the Criminal Code of Canada.

The charge applies to those who willfully destroy or damage property; render property dangerous, useless, inoperative or ineffective; or obstruct, interrupt or interfere with the lawful use, enjoyment or operation of property.

OPP cruiser involved in serious crash in St. Joachim

A serious crash in the Lakeshore area involving two vehicles — one of them an OPP cruiser — resulted in both drivers being taken to hospital on Friday afternoon.

The collision happened around 2:30 p.m. on County Road 42 in the community of St. Joachim, between County Road 31 and East Ruscom River Road.

The section of County Road 42 was closed for several hours as emergency workers dealt with the scene.

Provincial police said the driver of each vehicle was hospitalized. Their injuries were described as “non-life threatening.”

The officer was treated and released. As of Friday night, the other driver was still being assessed.

The incident took place near Trepanier’s Fuel & Automotive — a filling station in the 2700 block of County Road 42, at the intersection with County Road 31.

It’s unclear how the collision occurred.

Witnesses said the police vehicle also struck the porch of a residence before coming to a rest. The damage to the cruiser’s front end was extensive.

According to OPP, the officer — a member of the Lakeshore detachment — was responding to a call about another motor vehicle accident at the time.

Accident reconstruction specialists are continuing to investigate.
